Resumen
El presente artículo tratará sobre las condiciones establecidas por los gobiernos nacionales del México decimonónico, para exceptuar a sus ciudadanos del servicio armado en las fuerzas de reserva y auxiliares de la época. El objetivo es establecer un contraste entre nuestra época, en que los derechos humanos son una razón suficiente para eximir de dicho servicio, y el siglo XIX, en que, aunque predominaba la ideología liberal, con su defensa a ultranza de las garantías individuales o derechos del hombre y del ciudadano, el interés por garantizar la defensa de la Nación contra peligros externos constituía un imperativo superior. También se buscará manifestar las dificultades del Estado para encontrar un equilibrio entre el respeto a dichas garantías y la exigencia a los ciudadanos del cumplimiento del deber de defender a la patria. Abstract
This article will discuss conditions established by national governments of Mexico with a view to excluding their citizens from their armed service in the reserve and auxiliary forces at that time. The aim is to put a difference between our age, that human rights are a sufficient reason to exempt them from their service, and the 19th century, that while liberal ideology dominated, with its defence of individual guarantees or human and citizen's rights, an interest in guaranteeing the nation's defence against external dangers was a better imperative. The aim will also be to highlight the difficulties of the State in finding a balance between respect for these guarantees and the demand to citizens of their duty to defend their homeland.
