Resumen
El texto aborda la cuestión del destinatario de los derechos humanos, especialmente en el contexto del federalismo mexicano, destacando la importancia de identificar una autoridad específica responsable de promover y proteger los derechos. Se analiza el federalismo mixto en México, donde se combinan diversas formas de repartir competencias. Partiendo del derecho a la protección de la salud como un derecho concurrente, prestado tanto por la Federación como por las entidades federativas, el trabajo busca analizar cómo opera el federalismo mexicano en relación con este derecho, considerando normas nacionales e internacionales. Para ello, el texto se divide en cuatro apartados: el primero es una introducción, el segundo analiza los modelos federalistas en general, el tercero se enfoca en el caso mexicano y el cuarto examina el derecho a la protección de la salud como un derecho concurrente. Abstract
The text addresses the issue of the recipient of human rights, especially in the context of Mexican federalism, and stresses the importance of identifying a specific authority responsible for promoting and protecting rights. It analyzes mixed federalism in Mexico, where different forms of devoting skills are combined. Building on the right to health protection as a concurrent right, as provided by both Federation and federal entities, the work aims to analyse how Mexican federalism operates with respect to this right, considering national and international standards. To that end, the text was divided into four paragraphs: the first was an introduction, the second analysed federalist models in general, and the third focused on the Mexican case and the fourth studied the right to health protection as a concurrent right.
